Visar Dobroshi
Managing Partner Recura
Mr. Visar Dobroshi is a Managing Partner in RECURA Financials, in charge of sales, HR and Corporate Governance. Visar has over 20 years of relevant professional experience in project management in infrastructure development, management consultancy and executive and oversight roles in senior positions and boards of directors. Visar has experience as a long-term expert in managing teams and in project management gained in the public or private sector or in donor funded projects in multiple long-term projects.
Before joining RECURA, Visar was engaged as the Chief Executive Officer at PRIMO, a subsidiary of Telekom Slovenia, in Tirana, Albania. Between 2002 and 2010, Visar worked in IPKO as the Chief Operations Officer, and later as a Head of Infrastructure, managing the Department of Planning, Implementation and Operations & maintenance for the company’s infrastructure and services. Between 1999 and 2002, he worked as a Project Assistant/IT Manager in ECHO – European Commission Humanitarian Office in Prishtina, responsible for monitoring projects financed by ECHO and implemented by international NGOs, with tasks ranging from project appraisals, budget analysis, to project evaluations.
Visar was also one of the initiators of the new Association of ICT Companies in Kosovo (STIKK) and was selected as the Vice-President of its first Board. He has also served in various executive and non-executive boards including the Board of the South East Europe ICT Private Sector Forum, representing the ICT sector in Kosovo; the Board of Governors of American Chambers AMCHAM in Kosovo and the Board of Primo Telecommunications in Albania. Currently, Visar is a mentor at CEED.
Visar is a graduated Civil Engineer from the University of Prishtina, where he tought as an Assistant Professor in Water and Sanitation and Hydro-technical subjects for over 14 years. Parallel to this, he worked in the ICT business, first as a private entrepreneur and as an executive in several telecommunications companies.
Mr. Bersant Disha holds an MSc in Finance from the University of Warwick and BSc in Business from the London School of Economics. He is also a Certified Management Consultant (CMC) certified by ICMCI. Bersant has worked for over fifteen years in management and financial consultancy as well as capacity building and training for various clients including international and Kosovan private corporations and companies, the national and local government, non-governmental organizations, international and Kosovan companies. His current areas of practice include corporate finance advisory services to some of the largest Kosovan and international companies as well as institutional investors operating in Kosovo, Albania and Macedonia; Public finance at the central and local level advising the Ministry of Finance and municipalities. Further, Bersant is very active in the area of business and management consultancy. Due to his academic background, Bersant is very proficient in the field of financial product development and design of financial instruments, having also supported a large number of clients design and negotiate investment terms, including financial instruments and vehicles (debt based, mezzanine and equity based instruments) with various private and institutional investors. Bersant currently serves in the position of Executive Director and Senior Consultant at RECURA Financials.
Born in Peru and educated in The Netherlands, at a young age 
Emmanuelle has a strong interest in business activities that promotes the development of sustainable agriculture. Open minded, flexible and committed to her work, she enjoys working in an international environment. Emmanuelle is currently finalizing her master in international Agribusiness at the Ecole Supérieure d’Agricultures in Angers (France). She has also obtained this dual skill in agriculture and business sector trough valuable professional experiences in France, Croatia and Italy. Eager to take up new challenges, she joined Terwel BV in 2016.
Dorin has been working for two years as a consultant of the Business Environmental Development Division of the Chamber of Commerce and Industry of RM. Being always involved in business support activities and private sector development, as part of many International Projects, with the main scope of supporting SMEs, improve competitiveness,build private sector capacities, he posses clear understanding of the main processes and methods of work regarding private sector development activities for providing opportunities and support for ensuring a healthy business environment.
Gerardo has been promoting and managing several productive and development projects for Bolivian and International private companies. He with the private companies in the areas of economic development, project planning, strategic financing, finance management, lobbying, monitoring, fund raising, risks administration, as well as administration, with MBA and applying to the PhD program in Economics at UCB.
Paola knows her country Bolivia and South America have much to develop in different areas such as agriculture, recycling, renewable energy, technology, etc. She is aware of the economic, political and social situations in the region, whereby she has a big interest in how South America develops economically. Paola is Bolivian, has lived in different South American countries, allowing her to have a broad knowledge of different cultures in the region. She also has extensive notion of the European culture by family ties. As a professional she has extensive experience as a lawyer in administrative law and hydrocarbons. Her passion is to promote development in the region for the benefit of all.
